House newspaper "Izvestia. The building of the newspaper Izvestia Izvestia in Pushkinskaya

For ten years, the company, who has repeatedly closed the "Tverskaya passage", has not begun the reconstruction of the famous complex on Pushkin Square

The Office of the President may terminate the Invest Bracket with Legacy Development - the construction investor at the site of the Izvestia publishing house in the center of Moscow Multifunctional complex with a total area of 168 thousand square meters. For ten years, the company could not start a construction site. The freezing of the project has already led to the fact that the "Pyramid 2000", which in exchange for the closed trading center "Tverskaya Passage" were promised square in the future complex, trying to receive compensation through the court.

Pyramid 2000 LLC applied to the claims to control the affairs of the President of the FSUE "Izvestia Publishing House" (the owner of the building of the former newspaper of the same name in Pushkin Square) and "Legacy of the Development", follows from the Afford of the Arbitration Court of Moscow. Until 2012, Pyramid 2000 managed the Tverskaya Passage trading center, which was in the underground part of the Izvestia at the exit from the metro station "Tverskaya" and "Pushkinskaya". The area of the former trading center is also owned by FGUP, which in November 2012 instructed "Legacy Development" to reconstruct the object. The claims "Pyramids 2000" contains requirements for recovery of 400 million rubles. The source "Kommersant", close to the leadership of the "Pyramid 2000", argues that this is the amount of losses that the plaintiff suffered due to the closure of the Tver Passage. The CEO of Pyramid 2000 Vladislav Vasnev confirmed the claims. On Friday, the representative of "Legacy of Development" was not available for comments. The press service of the Office of the President was informed by "Kommersant", which on compensation for losses related to the company "Pyramid 2000", appealed to the court to obtain a decision on the merits.

Lawyer Herbert Smith Freehills Sergey Kolobov believes that, given the previous cases in favor of Pyramid 2000, the company has a chance to solve in its favor. "But it will be difficult to prove the entire amount of losses, it is likely that the court will reduce the amount of the requirements," he does not exclude.

In October 2012, the entrance to the Tverskaya Passage was closed by a group of unknown without preventing tenants. This was the beginning of the conflict: the owner of the square was trying to terminate the existing lease agreement unilaterally, motivating this to urgently begin the reconstruction of the Izvestia complex. At the same time, FGUP was acted in 2006 with the "Legacy Development" in 2006 on the creation of a multifunctional complex (IFC) in the place of the "news" of a multifunctional complex (IFC) with a total area of 168 thousand square meters. m cost $ 500 million

About thirds of the squares - 50 thousand square meters. M - must go to the state. Finite beneficiaries "Legacy" are not disclosed. At the end of 2012, it became known that the General Contractor of the Reconstruction was the company "Tashir" Samvel Karapetyan.

At the beginning, the sides were settled by disagreement: "Pyramid 2000" was promised to transfer the Square of the "Tver Passage" after the reconstruction. It was assumed that these works would be fulfilled first. And when the entire IFC is completed, the trade center will move to new premises, which "Pyramid 2000" will buy at a fixed price of $ 6 thousand per 1 square meter. m. But the arrangements were not observed, since the reconstruction project was still not moved from the place - this forced the "Pyramid 2000" to submit new claims for compensation for losses. According to one of the interlocutors, "Kommersant", the managers notified the "Legasi Development" in writing about the intention to terminate the investment contract, but this has not yet happened. In the press service, the administrations were confirmed. "In September 2016, the execution date of the specified contract" Legacy Development "has already been for ten years, during which seven additional agreements were concluded regarding the transfer of the facility reconstruction period," commented in the press service of the Office. In Tashire, did not respond to the request "Kommersant".

In the current crisis, the construction is meaningless, because, unlike developers of housing, attracting funds tools, commercial real estate developers have no chance of cheap financing, notes the partner of Capital Global Partners Svetlana Kara. "There are few banks ready to lend the construction of commercial real estate, and the current terms of the loan reduce the economic efficiency of the project," she explains.

They all confirmed that they also had to free areas in connection with the reconstruction of the Izvestia complex. According to the Director-General Re: Store Retail Group (developed Nokia shops) Tikhon Smykova, the reconstruction has not become a surprise for the company. "We were warned in advance," he says. According to the representative of one of the accuracy of tenants, it was written in the contract that in the event of the start of repair it is terminated automatically. "In the first days of November we received the appropriate notice, on November 12, the premises were already free," he noted.

The owner of Pyramid 2000 LLC, which rented premises for the shopping center, Vladislav Vasnev then said that the store was closed illegally. According to him, the lease agreement was signed until 2016, and the court refused to manage the affairs of the president in a lawsuit to terminate it unilaterally.

Tenants do not know if it is possible to return to Tverskaya after the end of the reconstruction. "We did not report this," says one of them. According to the Blackwood partner Konstantin Kovalev, despite the high rental cost - $ 4-5 thousand per 1 sq. M, - Among the restaurants and retailers, Pushkinskaya Square is one of the most sought-after places. "Many prefer to rent premises here in order to improve the image. It will be difficult to replace these areas, "he believes. When the reconstruction is completed, it is unknown. Investkontract for the construction of the complex, prisoner for six years, was extended last year. According to the press secretary of the Office of President Viktor Kharov, the task of "Legacy Development" to find an investor of construction.

Erast Galumba: "You can consider us by federal gangsters ..."

Sitting behind the gray stone walls of an old government building, a high-ranking official drank brandy and rant about new rules for doing business in Russia. "The president stands above the law," the Erast of Galumba, General Director of the FSUE Izvestia, the Federal State Enterprise (when managing the affairs of the President of the Russian Federation), which is engaged in real estate issues on behalf of the Kremlin. - We do not live in a law-abiding state. "

These words were very surprised by Rudy Amirkhanyan, a lawyer who received education in the UK, who visited this bureaucrat with a visit on May 17. He hoped to extend the lease agreement for a major car dealer in the business part of Moscow.

Unfortunately for Trinity Motors, Russia has changed dramatically since Canadian and British investors opened salon here in 1992.

Days of economic collapse and crazy banditry remained in the past, says Amirkhanyan. However, even before the meeting with the Galumba, a veteran businessman was perfect for a new threat: an increasingly powerful Kremlin.

While these two were talked, judges in the Moscow Hall of Court read a long indictment in the case of Mikhail Khodorkovsky, who was the richest in Russia by a person, until he quarreled with President Vladimir Putin.

According to Amirkhanyan, he was shocked by a rough climate assessment in the postadorkovskaya era, who sounded from the mouth of Galumbov, especially considering that the bureaucrat noted an MP3 player in the hands of Assistant on which the conversation was recorded.

"Russia is a special country," said Galumba. - not to change it; Or you love her, or leave. She will never be a democratic state, it will remain a third-world country with nuclear bombs. Counter the system is useless. The law is simple: someone is important says that it should be done so, and so receives exactly in this form. "

"Why is Khodorkovsky in prison? - he continued. "He spoke not what he needs, and he would remain in prison."

During the two-hour call, Galumov was openly hinted at the fact that both the lawyer could face the fate of Khodorkovsky if he would no longer fight with the Kremlin due to the lease agreement.

Last October, Amirkhanyan says, the landlord (Izvestia publishing house) promised him to extend the lease for another year. It was before TRINITY began reconstructions in the amount of 860 thousand dollars in the cabin near Pushkin Square. The landlord made approval for repairs.

However, soon after opening in March of an updated car dealership, the only one in Russia, exclusively "Cadillacs", the landlord informed the salon that the rent was extended.

Unofficially, Amirkhanyan said, he was told that "some kind of bump" wants to save this room on the first floor for himself.

Amirkhanyan appealed to the court, insisting that the tenant's contract gives him the right to the priority conclusion of the lease agreement - in other words, that he should have a chance to beat an offer made by someone who apply for this property.

But even before the court came to any conclusion, the lawyer discovered that he was rising on the escalator in the Galumba Cabinet, then turns to the left and enters a well-furnished office, which at one time he occupied Nikolai Bukharin, the former Soviet leader executed after one from Stalinist cleaning.

The facade of the stone building emerging in Pushkin Square is still decorated with the words "Lenin" and "USSR", although among the heaps of shields with advertising of beer and mobile phones they almost discern.

Galumba wanted to warn his tenant: leave the room, or you are waiting for problems.

"There is a presidential corporation and we are part of it," said Galumba. - If you want to start a war with a presidential corporation, please. But it is useless. You can call us federal gangsters or anyone else. We are federals. If you want to deal with us: "- here the official broke out with a laugh.

After 9 days, 25-30 security officers from Galumbov were visited by a car salon and ordered everyone to leave the room. Frightened employee called Amirkhanyan to receive instructions. Amirkhanyan ordered to obey.

Security officers changed locks and painted white paint windows.

Galumbov managed to reach out. By phone, he confirmed that he met Amirkhanyan and made statements recorded on the film - although he called on to consider them in the context of the meeting.

The actions of his employees are legitimate, Galumba said: only bailiffs have the right to put a tenant to the street, but people can leave the room and in their own will.

"They gone voluntarily," said Galumba. - If our guards began to shoot, then another thing. But we just said: "Take your things and leave."

Galumba also confirmed his assessment of the presidential power in his country. "Russia is a country where presidential resources are a colossal force," he said.

Later, the bureaucrat called back to clarify these words. "I meant that when administration's resources face face to face with rogues, they even receive additional funds to give fire."

Moscow Arbitration Court will consider this case on Wednesday.

Built in 1927 by the architect of Grigory Barhin, with the participation of a well-known designer engineer, one of the founders of the Soviet Scientific School of the Theory of Reinforcement Arthur Loleit The building of the newspaper Izvestia in Pushkin Square in Moscow is one of the most famous metropolitan monuments of constructivism of the second half of the 20s last century. It is symbolic that the design of the reconstruction of Izvestia fell by the great-grandson of Gregory Barhin, architect and restorer architectural workshop Ginzburg Architects Alexei Ginzburg. The restoration of the building, in which for many years the printing house and the editorial office of the famous Soviet newspaper was completed, was completed in 2016, and now Izvestia is decorated with Pushkin Square in the form in which it is a facility and conceived by the famous author. Tatlin publishes a fragment of a conversation with Alexey Ginzburg about the Restoration of the Izvestia, the full version of the interview can be found in the new ones dedicated to this project.

Restoration experience

Izvestia has become the first implemented project of the restoration of the monument of modern architecture. Many of course we studied techniques and technologies now apply in our work on the restoration of another monument of constructivism - the House of Narkomfin. It is important to emphasize that these two buildings are very seriously different from each other, and approaches to their restoration are fundamentally different. However, the experience of working on Izvestia helps us a lot. First of all, we are talking about the division of the building to those fragments that you need to preserve and maintain as genuine historical texture, and those that were either strongly modified are or lost, and they must be recreated. In essence, I am talking about following the so-called Venetian Charter, which was adopted by the international community in the 60s of the twentieth century. This document outlines the basic principles of the restoration of monuments of modern architecture, including the avant-garde architecture.

"News" building in the construction process, 1926

The building of the newspaper "Izvestia", 1927

Historical zoning

Structurally, the building consisted of two blocks, one of which, in the depths of the quarter, was typographic, and the other, leaving the area, editorial, intended for journalists. Two independent blocks were connected by a vertical communications "barrel" with two stairs, two elevators and bathrooms. The housings and the small courtyard formed by them were standing on a single basement floor that served for communication between blocks. There were also auxiliary premises, including locker rooms and dining rooms for workers. The basement was lit by huge windows, similar natural lighting corresponded to all sanitary standards of that time. From the basement, typographical employees and editorial staff rose upstairs into their work areas. The structures of the functioning of this building and its internal communications were organized as clear as possible and logical. Also in Izvestia, there was also a front entrance, through which journalists and their guests fell into the editor. Thus, Grigory Barkhin, not being a member of the society of modern architects (OSA) and never joined any creative groups in life, created a building committed in terms of functionality, more constructivist than many other houses built by members of this movement.

Plan of the 6th floor, project G. Burhina, 1926

Operation of the building

Izvestia, who lived until 2012, when the process of restoration research of the building began, was already very different from the initial project, since most monuments of the 20s passed through two stages of reorganization and changes. The first was referred to 1950-70, when the ideas initially embedded in these buildings were not interesting to anyone and are incomprehensible. Meanwhile, the economic approach to state ownership caused a desire to attach something or sustain. Such anteriority of the Zahozov led to the emergence of a huge two-storey extension behind the "news", sprinkled along the first floor of the eastern facade of the transformer substation and, most importantly, in half the built-up courtyard. Located in the courtyard, an independent design in the entire height of the building was connected to the editors on each floor. Twice changed the inscription "Izvestia" on the main facade and was eventually dismantled at all.

Main facade before restoration

In addition, many windows were changed. For example, the famous round windows on the main facade instead of the instead of the crosses of the curls received the inscribed square. About half of the windows of the main facade were replaced with solubyliber aluminum, wooden and plastic inserts. The second wave of barbaric changes, the accuracy of the avant-garde monuments, came in 1980-90s, when the emerging cooperative movement, and later a young business, were looking for new spaces for their activities. The lower floors "Izvestia" were leased to restaurants. Their owners fully changed the planning, overlap, abandoned the entrances from Pushkin Square. Ventilation and air conditioning of restaurants were provided by a large number of pipes and air ducts that fully closed the Western facade and yard facades. External blocks of refrigeration machines closed, then a little free space, which has been preserved after previous interventions. All arches in the quarter in the 90s were built up for more efficient use of the area. They became part of the nightclubs, in the abundance of the Izvestia inside the Quarter. The arch of the old edition did not exception.

Salvation of stained glass

From the initial team of stained glass to this day, approximately 50% has been preserved. For the most part, it was covered with numerous layers of paint inserts from wood, aluminum, plastic, and no one believed that we would be able to save this stained glass window. It did not seem to be cleaned by sandblasting machines. The firing construction hairdryer also did not give the desired results. As a result, in St. Petersburg, we found a restoration company, which cleans such structures, but not sand, but a ceramic crumb of very small fraction. With this technology, we managed to clean the authentic metal to almost the state of the stainless steel. The lost parts of the stained glass were recreated, all the glands are replaced, the vintage closers are restored. Instead of putty, we used modern rubber seals.

From the history of publishers
The main building of the Izvestia publishing house is located in the center of Moscow, in Pushkin Square, in the building built on the original project of the Soviet architect GB. Burzhina in the style of constructivism. Once in this quarter, the Publishing Empire was located one of the founders of domestic printing, the patron and the enlightener Ivan Dmitrievich Sytin. It was the Soviet Government that moved from Petrograd to Moscow in 1918, instructed to establish the release of the Government newspaper "Izvestia". This state public printed organ of de facto was born in a five-story building owned by the five-story building of the Satin newspaper "Russian Word" on Tverskaya; Among the printing officers who provided the exit "News" to the readers of the country, there were quite a few Syutans. Officially, the publishing house "Izvestiya CEC Union SSR and VTCIK" was formed on January 24, 1922 by the decree of the Soviets of the workers, the peasant, Cossack and Red Army deputies and the Council of People's Commissars of the RSFSR, but the beginning of its activities dates back to March 1917, when the first number of the future was prepared for release Print authority of the Supreme Soviet of the USSR newspaper "Izvestia". Already in the first half of the 1920s, the publisher turns into a powerful printing plant, which produced leading government, party, cultural and educational and literary publications, world and domestic literary classics. It is the Visavinsky Printers that earn funds that allow not only to develop production and contain the eponymous newspaper, but also to engage in the expansion of the Vestin Square.
The new building "Izvestia" by order of the polygraphkombinat designed Grigory Borisovich Barkhin, solved the complex job of accommodation under one roof of publishing house, typography and edition. The commissioned in 1927, the new Vestinsky Corps immediately turns into a bright landmark of the capital of the USSR and Russia. In the shortest possible time, the greedy glory of the exemplary and the most advanced is acquired by Vestinsky printing. In Soviet times, the plant was published more than 40 items of Soviet periodicals with a total circulation of tens of millions of copies. With polygraphists of the plant collaborated the newspapers "Labor", "Week", "Family", "Sport-Express", "Friendship Peoples" magazines, "New World", "Foreign Literature", "Theater", "Soviet ballet" and others. In the largest cities of the Soviet Union under the auspices of the publisher, 59 points of decentralized printing were operated; 85 thousand branches of communication and 35 thousand kiosks distributed printed products of the publisher. Profit from this activity allowed to create an extensive logistical infrastructure, a socio-household and sports and fitness base, to build another building on Tverskaya Street (18-b), where the editorial office of Izvestia newspaper was resettled, actively participate in the socio-political and the cultural life of the country. After the cessation of the existence of the USSR in the conditions of the socio-economic crisis, the news "Izvestia" and the newspaper Izvestia continued to work independently of each other.
The current publishing complex Izvestia is the Federal State Unitary Enterprise, which is part of the management structure of the President of Russia, the authoritative flagship of the country's printing industry. Along with the release of newspapers, magazines, book products on the cultural and educational and socio-political topics, the news of the Government of the Russian Federation, the Presidential Administration, the State Duma, the Federation Council.
